Every time I try to create a time based trigger it runs continuosly. For instance:

Same here, as in this other thread.
The upcoming date even shows that it will be triggered every second, even though it is set to trigger once a minute (same happens even if I enter asterisk manually):
in your case you need to specify the second where it should trigger as the default is * (every second)
However in the original post it is configured correctly. I haven't been able to reproduce this yet.
You should set second to be 0
I have another one set to 0 that triggers a script and although it works fine most of the time (I've been using it without touching the options for the past month), yesterday and today I had few occurences of it triggering twice in a row in a quick succession:
