Rather than require the user to switch through all the items in the dropdown, show all of them grouped. They could be the device names with disclosure triangles to show or hide the actions associated, and greyed out if there are none currently.
Or at the very least, have some indicator on each app as to which devices have actions set for that app. As it is, there are 10 dropdown items per app to check.
