Does BetterSnapTool have Window Tiling function?

I suggest to check out Window Snapping ยท GitBook and maybe even Simple Window Manager - SWM.

Thanks for the links but I cannot find any information on resizing one window automatically resizes neighboring ones like the video shown in my original post. I wonder if this feature is available.

I think there isn't something out-of-the-box, but this does not mean it is not possible with scripting etc.
