The clipboard manager is what is triggered using the predefined action "Show Clipboard Manager". It is only active if you have configured it somewhere.
It keeps a (local) history of your clipboard that you can easily access. If you don't use it you can delete that folder (but check where you have configured the clipboard manager action).
