Why app replace " to «?

Hi everyone. Why app replace " to « when i edit shell code? I have no replace rules in system. There is no problem in other text or code editors.

Device information:

  • Type of Mac: MBP 2017 with touch bar
  • macOS version: Catalina
  • BetterTouchTool version: 3.206

Mh in general I have disabled smart quotes for all text areas in BTT, but maybe it's overwritten by the settings in System Preferences => Keyboard => Text (Possibly disable Smart Quotes there)

Huh. Yes. Thanks.
But why OS do not replace quotes in any other apps?
