What does “Scroll + Modifierkey” setting do?

There is this “Scroll + Modifierkey” setting is in Magic mouse advanced settings, under “Zoom / Pinch / Scroll”:

I strongly wish this might be a way to scroll faster with a modifier key (:pray:), but changing the value do not change anything and I cannot find a way to get what the modifier key is nor how to change it.
