Unable to trigger Touch Top on Magic Mouse

I'm probably doing something wrong, but I'd like to set up a gesture where I can drag a window while keeping my fingers on the mouse. From what I understand the 1/2/3 Finger Touch Top gesture should take care of this, but I am unable to trigger it.

See my configuration below. I'm holding two fingers at the top of my magic mouse, but the action doesn't trigger.

The issue was that to trigger this action, the user must actually touch the front of the mouse (rather than the top as the name would suggest). Once I hold my fingers at the front of the mouse, the action works as expected.
