I have btt run a shortcut if it detects a change in the file path but nothing happens. the shortcut works but I cant seem to get it to work. thanks for the help.

It works fine for me on macOS Sequoia, however I think I haven't tested it on older version.

Mhh, maybe this requires "Full Disk Access" to be enabled for BTT in System Settings => Privacy & Security => Full Disk Access.
I might need to add a way to request access only to monitor specific files/folders.
so it works if I use download pathway but the siri shortcut im using keeps getting triggered until i force close BTT
that means something keeps changing in that folder (at least if you have it set to watch all changes)
Could also be some recursive trigger if your shortcut is modifying a file in that folder
set it to only when new file is created
