Just updated to 3.164 and immediately noticed this issue.
When there is more than one action configured for an "Over Dock" AND/OR "Over Menubar" action for the same gesture, instead of operating as configured, that little "select action" menu will popup where the cursor is.
For instance, I have various different actions configured for "Scroll Up" and "Scroll Down" for both "Over the Dock" and "Over the Menubar". Now, no matter where I scroll (i.e. not on top of the Dock or Menubar) that little action selection menu will popup.
I also have a "neutralizer action" (activates when NOT over Dock or Menubar) that is showing up in this little menu, together with the other Over Dock / Menubar actions.
To clarify, it appears that if a any one gesture is only assigned to either "Over Dock" OR "Over Menubar", things operate normally.
