Describe the bug*

When you select and activate a specific window with that trigger, BTT's window (if not minimized) will immediately come to the front of the screen.

Unfortunately due to how BTT is built, many actions require the BTT window to be closed in order to function correctly. I generally recommend to close it whenever you don't need it, as the BTT preferences window also has relatively high cpu usage.

Is minimizing the same as btt window open?

Pretty much yes. Only closing a window gets rid of all the resources it keeps.
