Is it possible to see all the browser tabs (from all the browser windows) within the window switcher?
(References: Something similar to: TabSwitcher, TabTab)
It seems that currently the window switcher shows only one tab (the currently active tab).

It is not exactly what you want, but it might help you develop your solution. This is working only for Safari at the moment.
For Chrome/Edge and Firefox you can check the extension QuicKey, which however works only from within the browser.
