Shortcut to paste text before and after highlighted text

Hi there,

I'm looking to create a shortcut that does the following

text text text
↓
[text text text] highlighted
↓
shortcut pressed
↓
{{c1::[text text text]}}

"{{c1::" would be added before the highlight and "}}" would be inserted after the highlighted text.

I'd appreciate any help with this!
