"set needed zoom/pinch amount" doesn't seem to do anything

Describe the bug
It's not really a bug, it's more like a feature that does not seem to actually do anything..
Its the "set needed zoom/pinch amount" which I wanted to set to a high value because I use my trackpad as a volume knob and most of the time (as I use Safari) when I fiddle with the volume, it zooms out into tab views, which I hate! But I don't want to disable zoom I use it a lot to zoom in on pages, but I have tested the slider's effectiveness with Preview, as well as Safari and it doesn't seem to do anything at all, I don't notice any difference between before I set to a high setting or lower.. Maybe I doing something wrong like there is a setting that I should be turning on before using that, but the "rotate" sliders work just fine, so I don't really know...
