Send Command to dedicated app in the background

Hi,
probably very easy but I don't find an option how I can send a keyboard shortcut to a dedicated app which is in the background.

Thanks in advance.

The predefined action "Send Shortcut to Specific App". However not all apps can receive keyboard input in background - for those this action allows you to quickly bring the app to front.
