Run Shortcuts Action can't be disabled

I can't disable a "Run Shortcut From Shortcuts App" action. It's always enabled.

I can disabled it, my "Run Shortcut From Shortcuts App" is action under a floating menu button + under a Keyboard Shortcut. Where is yours?
