I have tried everything I can think of (turning Apple TV off, resetting the remote, and the correct pairing button presses (Menu + Vol up)), but I cannot get my Siri Remote to appear in the new device list on the Mac.

ah I just checked - unfortunately Apple has dropped support for the first generation Siri Remote after macOS 14 ;-(
Only second and third gen still work.
Damn, I have just bought this remote as a replacement.
I have tested with a Gen 2 and it works fine.
