New Tabs (⌘ + T) are always opened in For All Apps even if a CAG or APP was selected in the left pane.

that is expected, a new tab is a completely new context (just like opening a new window). AFAIK this is macOS standard behavior

ah ok, is it possible to keep the tabs/windows persistent after hiding or closing and re-opening?
