Open Application jumps to window on other desktop

Repro:

  1. Have an app (e.g. Chrome) open a window on two desktops
  2. Focus on Chrome in Desktop 1
  3. Move to Desktop 2, where Chrome is somewhere in the background (have a different app foregrounded)
  4. Execute shortcut to open Chrome

Expected behavior:

  1. It foregrounds Chrome on Desktop 2

Actual behavior:

  1. It switches back to Desktop 1 and shows the Chrome there

This is a regression from a previous version

Affected: keyboard, maybe others; anything that can do the open application functionality
