Notch Bar full screen mode on external monitor

When using Notch Bar on a M1 notch bar Mac and using an external monitor, the Apple Menubar stays active, and greyed out, and see two arrows in the top left to exit full screen mode. This blocks functions of apps with a top search bar, such as Outlook for Mac and URL field for Safari and other apps.

Update. The menu bar does not disappear in full screen mode at all.

Some apps, such as Safari, when you move the mouse to the top, It pulls down the Menubar which moves down the top section of Safari so you can use it and it operates as intended.

Other apps such as Outlook, you see the menubar that should not be there and moving the mouse to the top does not trigger the menubar. And actually that is a function / feature / bug of Outlook. When you move your mouse to the top, the menu bar displays and the full screen mode int Outlook does not change at all.

The bug is that when your using an app in full screen mode, on an external display without at notch. the menubar gets stuck and does not hide.
