I'm not sure if the floating menu is what I need or what I need is something that will pop up and allow me to navigate with the keyboard possibly enter text to filter out the possibilities that appear. Maybe some sort of a pop-up any help would be appreciated.
Floating menus can be navigated via keyboard, however your description sounds like the "Choose From List" action would better fit your usecase
