"Move Selection In Active Window Switcher Up" without active window switcher

If there's no active window switcher once the action "Move Selection In Active Window Switcher Up" is triggered an empty switcher appears:

Additional info - upon BTT restart, prior triggering "Show Window Switcher for All Open Apps" action, when pressing the shortcut for "Move Selection In Active Window Switcher Up" nothing happens. If I add HUD action to the same trigger the HUD is triggered, but the "Window Switcher" is not showing at all.
If I trigger even once the "Show Window Switcher for All Open Apps", and then close the "Window Switcher", only after this the "Move Selection In Active Window Switcher Up" shows the empty list.
