Modifier support needed for "Scroll by" action

Many applications utilize cmd/alt+mouse wheel to engage some sort of feature within the program. I want to map alt+mouse wheel to a two finger Magic Mouse swipe. Unfortunately, I cannot do this because the "scroll by" action does not currently have the capability for affixing modifiers. Please add this feature!

However not all apps might respond correctly, depending on how they listen to events.
