Modifier keys don't work w/ non-standard keyboards

I have a couple non-standard "keyboards" (a mouse w/ 12 number keys, and a 9-key keypad with configurable keys) But none of my modifier keys work with these devices. Shift+1 types "1", instead of "!".

Karabiner-elements has an option called "Treat as a built-in keyboard" and that allows the modifier keys to work. But Karabiner has a bunch of other stuff I don't want, and it screws w/ my BTT keybinds, so I don't want to use it.

Is there an equivalent option in BTT?

I don't think there is anything equivalent because that requires a lower level access like Karabiner Elements.

How do these keys show up in BTT if you try to record a shortcut or key sequence?

If I record 1 it shows up as 1 (expected)
If I record Shift+1 it shows up as 1 (no modifier, not expected)
