I have 4 Spaces I use. BTT's window switcher appears normally on Space #2, but is invisible for the other 3. It still works, I just can't see the app list unless Space #2 is active.
Not sure if this began happening with BTT's latest update, or OSX latest update.
2021 Macbook Pro
OSX 27.0.1
BTT v.6.859
I can't really think of a reason why it wouldn't show - it definitely works on macOS 27.0.1 in general.
Maybe your settings exclude most windows? I'd try to delete the action and add it again with a fresh config.
Update: SOLVED.
It was an issue with OSX not recognizing my Spaces correctly. I deleted all my Spaces and recreated them and that solved the problem.
