Strangely, I am unable to remap Opt + L and Opt + J shortcuts to Opt+Arrow Right and Opt+Arrow Left.
Opt+J sometimes works but Opt+L does not work at all.
Any help would greatly be appreciated.

Seems to work fine here, is maybe secure input mode activated on your machine currently? (Unfortunately Apple doesn't allow option based shortcuts while secure input is active since macOS 15)

I tried setting other shortcuts as well, even they aren’t working. I tried changing it to Control+Opt+B, didn’t help.
Any other way I can test / debug?
what are you using the opt+arrow shortcuts for? For standard text cursor movements?
(maybe check whether the recorded opt+l/j shortcuts are triggered correctly by assigning some other action, e.g. "show hud")
I was trying to remap Opt+Arrow on YouTube.com to Opt+L.
Tried adding HUD to the action, and the HUD shows but the shortcut before HUD does not work for some reason.
what does opt+L do on youtube?
Opt+Right Arrow skips the video to the next chapter. I wanted to remap that to Opt+L
It seems like youtube uses some special way of recogizing that shortcut. What works for me is enabling the "Shortcut Sending Compatibility Mode" option on the Safari app (if you use Safari)
