Describe the bug
Can no longer create keyboard shortcuts. The system does not recognize keyboard strokes and tends to glitch out into other keyboard shortcuts and replace them.

in the video you are using the old UI which has been unsupported since ~ 4 years. Definitely make sure to use the new UI.

If that does not already solve your issue, try to restart your machine once.
