Is there a way to create a "Blocked List" for a specific action?

Hello,

I have a keyboard shortcut that I want to use globally EXCEPT in a single application.

Is there a way to create a Blocked List for a specific action?

Example:

BTT Command: Command + Shift + S = Open Spark.app

But I would like Command + Shift + S in the app TextEdit to work on its' default action set (duplicate).

Just add the shortcut to the TextEdit app and either disable it or assign the predefined action "use apple default or do nothing"
