Is it possible to create a Keyboard Shortcut combination using F keys instead of a modifier key, for example F16 D ?

in general you can only create key sequences with normal keys, not keyboard shortcuts

However using the new “remap key” functionality you could remap f16 to a modifier key and then use it in keyboard shortcuts
