How to show window switcher for Finder ONLY IF there are more than one Finder window?

I want to build the following sequence:

IF

  • There are more than 1 Finder windows

Then

  • Show window switcher for Finder

Else

  • Show Finder

In particular, I'm not sure how to create the IF condition, and how to activate the window switcher for Finder (I'm not a programmer). There doesn't seem to be an action to activate the window switcher for a specific app.
