How do I map fn to the hyper key?

I want to map the fn key to press all other modifiers (i.e., be the hyper key). How do I do this?

What would you use this for? With BTT you can record standard shortcuts with just FN + one normal key and make them do whatever you want

Compatibility with other software, e.g., Hammerspoon. Some apps also let you define hotkeys in themselves.
