Keyboard Maestro (KM) has a similar action that works flawlessly. I don't know if this is important, but there are two differences compared to BTT.

KM: The toggled window always remains in the background. So it is not the front window. BTT always makes it the front window.

KM: If the window is not minimized but is in the background, nothing happens when the shortcut is executed for the first time. Only the second time does the window appear. However, it is not the front window. With BTT, the shortcut always works and the window is brought to the front.
