Gestures do not prevent original action from being triggered

Describe the bug
Something happened around a week ago.
Previously, if action was triggered, it prevented original action from being registered in the application.

For example, I have 3 finger click set to middle click.
Previously, I used this to open new links in background in Safari and it worked fine.
Now, it opens the new tab, but it also registers as a click and opens the link in the current tab as well.

Same goes for 3 finger swipe left, which I use to switch to previous tab.
Previously it didn't (or maybe almost didn't) trigger the back gesture in Safari.
Now I have a 50:50 chance of either going on previous tab or going back in history.

Affected input device (e.g. MacBook Trackpad, Magic Mouse/Trackpad, Touch Bar, etc.):
Macbook trackpad
