I've been using FunctionFlip since Snow Leopard to keep some of my F-keys as media keys while leaving the rest as function keys, specifically for volume control.
FunctionFlip hasn't been updated since 2017, but I was happy to find that BTT pretty much replaces the functionality and it's easy to setup:
