Export / import on new computer breaks keyboard shortcuts

Describe the bug
When I export my settings on my old computer, then import on the new computer. Many of my keyboard shortcuts no longer work or work as expected. For the most part, these are steam deck triggered keyboard shortcuts. For example, in MS Teams, video button to cmd-shift-o doesn't toggle video, audio button to cmd-shift-m doesn't toggle mute. Similar issues in Slack, OneNote, etc.

If I re-record the keyboard shortcut, it works fine (but I have many that I'd need to re-record). The other alternative is to uncheck, "Auto adapt to current keyboard layout." This option seems to be arbitrarily set (though before today, I don't think I've ever used the setting). Even affects single keys, e.g. "e" to archive in gmail.

I imagine most of the shortcuts were recorded on my external keyboard, but some may have been done on the laptop keyboard.

Export has been sent to your email. Yes, it's the same keyboard, everything else is the same, just swapped out the MacBook. I have experienced something like this in the past as well. I think I was switching from Touch Bar shortcuts to Steam Deck shortcuts and I had a script that edited the export file to copy the buttons from Touch Bar to Steam Deck.

It was a while back, so I don't remember exactly how I did it. But I think there might have been a similar problem with needing to re-record some of the shortcuts, at the time that checkbox may have not been there.
