Custom control strip button is not working after reboot until BBT window is opened

I created a control strip button for touch bar:

It works correctly until I reboot my Mac or log out and log back in. After that, the button on touch bar is not responding to taps – until I open BBT window.

This is limited to touch bar: keyboard shortcuts, for example, are working fine.
