Under conditions, I wish I could select "does not contain" in the middle dropdown when the condition is Window Name. Then this may be less chaotic
I'm not good at this kind of thing. But have you tried the opposite?
"is" Safari
and then window name
"none" (instead of "All") and "contains"?
