Can I trigger window-move-under-cursor SOLEY through modifier keys?

I'm trying to replicate with BTT the following function of an old app "Hyperdock":
*Move window under cursor solely by holding ⌥⌘⇧ and moving the cursor
*Resize window under cursor solely by holding ⇧⌃⌥ and moving the cursor
I'm aware of the "Moving & Resizing Modifier Keys" preference settings, where I can specify a modifier-key combination to "move window under cursor if those keys are pressed while you move the cursor" (ditto for resize window).

However, what I'm missing is: how to trigger the move/resize to begin/end? Ideally, to replicate the Hyperdock functionality, holding the modifier-key combination is itself enough to trigger the move/resize when the cursor moves.
