Can an app-specific touch bar disable 'All Apps' touchbar?

I have some global buttons so they are in the All Apps category.

But for a specific app, I want a different set of controls. When I run that app, I get a mixture of the All Apps buttions AND the app-specific ones.

I have tried all sorts of options, but cannot find one that says:

"When running this app, disable 'All Apps'"

Is there a way I can do this (without having to setup another preset and having to switch each time)?

I'm looking at needing a very similar feature. When in a specific app, change the functionality of the touchbar button defined for all apps. If I can disable the original and define a new one for the particular application, that would be the easiest.
