After discovering that I was having other permissions issues across the entire computer, I finally realized that the problem was that I had SIP turned off. The previous OS didn't seem to mind that much, but Tahoe does not like that at all. As soon as I turned it back on everything worked fine. Sorry for the hassle. Thanks for your help.
Ah thanks for the update. Disabling SIP has also caused weird problems on previous macOS versions but only sometimes
