WOW. At first I was like, there's no way that's possible. My keyboard doesn't even have an Fn key.
Turns out there was another external keyboard still BT-paired to my laptop sitting on another desk that had different keyboard on top of it that was pressing the Fn key on the paired keyboard 
Thanks for bug fixing... my... desks?
