Black Bar on Top every time Displays changes being made

A Black Bar shows up on each of my monitor whenever I manually change the displays settings.
For instance, every time I plug or unplug the HDMI or DP wire on the extended dock while trying to add an additional monitor to Macbook Pro, the black bar will absolutely show up on top of each of my screen which can never be quit except killing the process in the "Monitor" app.

You might have enabled the Notch Bar feature but not added any buttons to it (or it was enabled automatically for some reason). Right-click the bar to close it.
You can disable it in the settings:
