App Specific Buttons Appear when Modifier Pressed

Describe the bug
A clear and concise description of what the bug is.

I'm having an issue where a button that is set for a specific application will be visible even when a modifier key is pressed. This means to hide the button, I have to use negative spacing to move the buttons which appear when the modifier is pressed over the app-specific button. Is there some way to make the app specific buttons not appear when the modifier is pressed? If not, please add this functionality!

Thanks,
Carter
