“Activate/Bring to Front Window Under Cursor” action doesn’t work for Chrome “installed apps”

When hovering a Chrome "installed app", the “Activate/Bring to Front Window Under Cursor” action doesn't do anything.

Repro steps:

  • Create a BTT keyboard shortcut that starts with the “Activate/Bring to Front Window Under Cursor” action.
  • Log in at https://drive.google.com/drive/home
  • Click top-right Chrome "hamburger" menu, “Cast, Save, and Share”, “Install Google Drive…”
  • Open the “Google Drive” app.
  • Click on a different app to give it focus in MacOS.
  • Hover the mouse over the Google Drive app.
  • Activate the BTT shortcut.

Expected: The Google Drive app gets focus.

Actual: No change to focus.

Note that the shortcut works as expected for all the normal Chrome windows and other apps I tried (Notes, System Settings, Calculator, Preview, iTerm2, Spotify, Outlook).
