using key sequence with the Fn key is different from other modifieers

If I press the Fn key down and immediately release, I get the following key sequence trigger that I don't understand. There are 4 lines and 2 key codes on the left

See below in contrast if I simply press the option key down up

Option key (and other modifiers): 2 lines and 1 key code

yeah the FN key is a very special key, it acts as different things on modern macOS (as a normal key and modifier key)

Normal apps can not even use FN as a modifier key for shortcuts
