Sending scroll events with non-integer amounts

Describe the bug
The bug is in the "send scroll event" action - it allows you to specify a non-integer scroll amounts (0.5, 1.5), but those do not work in practice.

  • When the scroll amount is set to 0.5, it doesn't scroll at all
  • When the scroll amount is set to 1.5, it seems to scroll the same as if the scroll amount is 2
