So, I took your advice and looked in my Accessibility settings and I disabled Touch Bar Zoom, and now, I can scroll with one finger. And when I use two fingers on the touch bar, there are a few times that it does go black but when I two finger touch it again, it comes back....What was Touch Bar Zoom doing?!
That's interesting! I'll have a look. Maybe Touch Bar zoom somehow changes the scrolling behavior of the Touch Bar.
