If I’m not mistaken, if this is triggered when only one window is left, it essentially acts as if one regularly quits the app. That means that if “Close windows when quitting an application” is disabled in system settings, the last window will be restored when the app is opened again. In my opinion, it would be preferable (and more consistent) for this action to properly close the last window and then quit the app.
