New behavior -- empty application switcher appears during multi-command shortcut

Describe the bug

I have a shortcut, cmd+opt+c, which uses window management (Spectacle) to first resize a window to 2/3rds the width of the screen, then center that window. As of updating to Sequoia (15.1.1) this blank app-switcher bar appears after the operation for a few seconds.

Affected input device (e.g. MacBook Trackpad, Magic Mouse/Trackpad, Touch Bar, etc.):.
The issue occurs with keyboard, trackpad, and mouse.
