? Keeping a browser window constant in the foreground while I use other apps behind it?

I use an older Mac with music production software. I simply want to keep a chrome (or any other) browser constantly in front in the upper right corner of the screen, and when I use other apps in the background I do not want the foreground browser to disappear.

Why is this so difficult?
