You can simply set up two shortcuts. Unfortunately, I’m not at my Mac right now.
cmd + Q, short press --> does nothing
cmd + Q, long press --> cmd + Q
Others prefer to type cmd + Q + Q. That would be a key sequence. In this case, you also need the shortcut cmd + Q --> does nothing.
